ENAA: Providing essential back-up support to man's technological dreams

Engineering in its essence may be described as the creation of comprehensive systems based on ele- ments of great diversity: physical, human and tech- nical. The creativity which is engendered in the design and construction of these systems continu- ally yields better systems offering unprecedented and unsurpassed functional capabilities. In this way, the possibilities of engineering know no limita- tions. Thus, creative engineering will continue to be called upon to provide essential back-up support to man's hopes and dreams for a better tomorrow. At the Engineering Advancement Association of Japan (ENAA), we place an emphasis on the activ- ities to develop engineering capabilities to realize such comprehensive systems embracing diverse elements as demanded to attain the purposes assigned to such systems. The range covered by the term "comprehensive systems" is extremely broad: at times' it may refer to factories or other production facilities; at other times, to service- oriented facilities such as urban or recreational facilities; and at other times, to public or social facilities or structures. In specific terms, the scope of engineering services includes the following: consulting, estimating, basic designing, detailed designing, procurement, inspec- tion, transportation, construction, commissioning, operation and maintenance. It also includes the other related services in project management, or- ganizational development, personnel training, research and development, etc. Engineering, in our scope, is the integrated provision of all or part of the foregoing services... services enabling the comple- tion and functioning of comprehensive systems. ENAA is a nonprofit organization established in August 1978 with support from the Ministry of Inter- national Trade and Industry (MITI) to promote the engineering capabilities and the development of the engineering services industry. ENAA's foremost characteristic is the cooperative stances adopted by its numerous member engineering firms - firms of highly diverse backgrounds and structures. ENAA draws on the expertise of cooperating partici- pants from all fields and orientations: industrial, academic and governmental. The association is backed and assisted not only by MITI but also by other governmental and local public bodies, and universities and other research organizations. Together we engage in a broad range of activities aimed at enhancing engineering capabilities and promoting technological developments. Through these activities, ENAA seeks to make a solid contri- bution to Japan's social and economic develop- ment and to the establishment and maintenance of a favorable international environment. One area receiving much attention in Japan :n recent years is the potential utilization of deep underground space. Development of this exciting "new frontier" is seen to offfer outstanding possibil- ities for meeting the expanding social and eco- nomic needs of the nation. Promoting the develop- ment of this frontier, however, demands a coopera- tive engineering approach making full use of the knowledge of experts in various fields. To achieve this goal, in September 1989 the "Geo-space Engi- neering Center (GEC)" was founded by ENAA as an auxiliary organization. Moreover, in recent years, calls for protection of the environment on a global scale have been ac- companied by increasing demand for the positive adoption of environmental protection measures in developing petroleum and natural gas resources. Accordingly, the Safety and Environment Center for Petroleum Development (SEC) was founded in November 1991 as an affiliate organization to pro- mote the development of engineering technology integrating a range of expertise into advanced, environment-friendly systems for the development of petroleum and natural gas resources.
